for grants and registration, adopting
best practices for filing, maintenance
of records and digitization, ensuring
availability and accessibility of public

e. Advancing the Office of the Registrar
of Copyrights by modernizing office
space, introducing e-filing facility,
digitization of records etc. Urgent
measures for effective management and
administration of copyright societies
to be taken to ensure transparency
and efficiency in the collection and
disbursement of royalties.
f. The Protection of Plant Varieties and
Farmers’ Rights Authority to support
increased registrations, facilitate
development of seeds and their
commercialization by farmers, organize
awareness building, training and
teaching programs, modernize office
infrastructure, establish links between
the Authority, Agricultural universities,
research institutions technology
development and management centers
and krishi vigyan kendras etc.
g. Registrar of Semiconductor Integrated
Circuits Layout Design to investigate
the reasons for lack of interest in filings
and liaise with the patent office and
design wing for further working.
h. The National Biodiversity Authority
to streamline approvals for expediting
grants, monetary and non-monetary
benefit sharing and introduce efficient
and user friendly mechanisms for a
meaningful interface between the NBA
and applicants.
Objective 5: Commercialization of IPRs
a. Cell for IPR promotion and management
to act as a facilitator for creators and
innovators to be connected with
potential users, buyers and funding
agencies; undertake studies to examine
the feasibility of an IPR exchange, establish
link among different organizations for
exchange of information and to develop
promotional and educational products,
facilitate access to databases on Indian
IP study and facilitate implementation
of best practices for promotion and
commercialization of IP and promote
public sector initiatives for IPR
commercialization.
b. Promoting licensing and technology
transfer for IPRs
c. Providing support for MSMEs,
individual inventors and innovators
and incentivizing them for IP
commercialization.
d. Identifying opportunities for marketing
Indian IPR-based products
e. Ensuring enhanced access to affordable
medicines and other healthcare
solutions and reduce dependency
on imports of active pharmaceutical
ingredients
f. Supporting financial aspects of IPR
commercialization, for example, by
facilitating investment in IP driven
industries through proposed IP
exchange, providing financial support to
less empowered groups of IP owners
and creators, providing financial support
for development and commercialization
of IP assets through links with financial
institutions, etc.
